To rebuild Esperia on sound foundations, it was necessary to act on two fronts simultaneously.
The first was the systemic level: institutions needed to find the courage to impose laws consistent with shared values embraced by all the lands of the planet.
The second was the development of the StarDust by all the Espers on the planet.
For, in order to abide by laws, it was essential for individuals to willingly accept the need to make efforts, whatever those efforts might be…
And, to create laws that were truly fair to everyone, it was necessary to think long term, which sometimes required a rationality in total opposition to a rationality focused on the short term.
The world had accelerated with technological progress, but institutions had not had nearly enough time to keep up, and the gap between those who held power over the system and those who refused to accept the changes that were nevertheless necessary in the face of the physical reality of the world continued to widen.
